According to the University Grants Commission (UGC) university admission handbook for 2019-2020 in Sri Lanka, a full-time state university student is not eligible to follow another degree at a state university under UGC or other higher state education institutes that offers free education as internal students.
The following categories of students do not qualify for seeking admission as internal students to a State University or a Higher Education Institute under the UGC.
This includes students registered as internal students in the following institutes.
- a state university or higher education institute established under the Universities Act No. 16 of 1978
eg. i. University of Colombo, ii. University of Peradeniya, iii. University of Sri Jayewardenepura, iv. University of Kelaniya, v. University of Moratuwa, vi. University of Jaffna, vii. University of Ruhuna, viii. Eastern University, Sri Lanka, ix. South Eastern University of Sri Lanka, x. Rajarata University of Sri Lanka, xi. Sabaragamuwa University of Sri Lanka, xii. Wayamba University of Sri Lanka, xiii. Uva Wellassa University of Sri Lanka, xiv. University of the Visual & Performing Arts, xv. Sripalee Campus, University of Colombo, xvi. Trincomalee Campus, Eastern University, Sri Lanka, xvii. Vavuniya Campus, University of Jaffna, xviii. Institute of Indigenous Medicine, University of Colombo, xix. Gampaha Wickramarachchi Ayurveda Institute, University of Kelaniya, xx. University of Colombo School of Computing, xxi. Swami Vipulananda Institute of Aesthetic Studies, Eastern University, Sri Lanka, xxii. Ramanathan Academy of Fine Arts, University of Jaffna, - state university or institute established under any other Act of Parliament in Sri Lanka, eg. i. Bhiksu University of Sri Lanka, ii. Buddhist & Pali University of Sri Lanka, iii. General Sir John Kotelawala Defence University (As enlisted Officer Cadets), iv. University of Vocational Technology, v. Ocean University of Sri Lanka (Students who got registered in or after 2017)
- College of Education (Vidya Peeta) internal students,
- internal students in a diploma program of three years in a University College under the University of Vocational Technology UoVT, and
- full-time students in a Higher National Diploma (HND) program at an institution under the Sri Lanka Institute of Advanced Technological Education (SLIATE) or
- a National Diploma in Engineering Sciences (NEDS) program at the Institute of Engineering Technology of the National Apprentice and Industrial Training Authority (NAITA).
Full-time students in these programs are not eligible to follow another degree program in Sri Lanka.
There are some exceptions to this rule, and you should always refer UGC student handbook or call 1919 for more details.
It is important to note that these rules only apply to state universities and higher education institutes under the UGC, and do not necessarily apply to private institutions or universities established under other Acts of Parliament.
