Selections to University based on Z-score – District and Merit quotas

December 28, 2017 By Hiran 96 Comments

After checking your GCE A/L results now your next questions are

    • My results are sufficient to select to University course?
    • Which university course will I be selected based on these results?
    • Can I go to Medicine/ Engineering/ Management/ Law faculty?

When you check your A/L results you will also get Z-score value, Island Rank (IR) for your stream and District Rank (DR). Your University selection will be based on your results, Z score, Island Rank and District Rank for particular stream (Bio Science/ Medicine, Physical Science/ Engineering, Management, Arts or Technology).

    UGC Policy on University Admissions

Sri Lankan University admission is based on Z-score values and students are selected based on merit and district quota.

For students seeking admission to Arts courses all Island Merit is the main criterion used for selection. The district basis is not used for selection of students in this category.

Selection to all other streams, namely Commerce, Biological Science, Physical Science, and the newly introduced Engineering Technology Stream, and Bio-systems Technology Stream is based on the following criteria.

    1. Merit 40%

Up to 40% of the available places of a particular course of study is selected on the order of Z-scores ranked on All Island Merit .

    1. District Quota 55%

Of the remaining 60%, up to 55% is selected on the district quota system. The district quota system is that, for a given district, in addition to the number selected under the all island merit (up to 40%), additional seats are made available up to the remaining 55%. Accordingly, upto 55% of the available places in each course of study will be allocated to the 25 administrative districts in proportion to the total population of each district; that is on the ratio of the population of the district concerned to the total population of the country.

    1. Educationally disadvantaged district quota 5%

In addition, there are 16 districts, recognized and classified as educationally disadvantaged districts. The remaining 5% of the total available seats are given to the students of these districts.

The 16 districts categorized as 'educationally disadvantaged' are,

    1.Nuwara Eliya. 2. Hambantota, 3. Jaffna 4. Kilinochchi 5. Mullathivu, 6. Mullaitivu 7. Vavuniya 8. Trincomalee 9. Batticaloa 10. Ampara, 11. Puttalam, 12. Anuradhapura, 13. Polonnaruwa, 14. Badulla 15. Monaragala, 16. Ratnapura

How many admitted to each university course from each district

Number admitted for each course of study from each district based on Merit and district quota (specified here as other).

UGC university selection merit and district quota for each district and course - Part 1 of 2

    UGC-university-selection-merit-and-district-quota-each-district-course-1

For example if you are in Colombo district, 214 students are selected for Medicine and 77 are selected on Merit and 77 are selected on district basis (other).

To take the judgment of the available results (Z score and district) statistics/information of the percentage/number from each district is required early. You should request the following information (assume Colombo district),
        1. Approximately the total number of students that will be enrolled for Medicine and Dentistry from Colombo district for the year 2020
        2. Percentage allocation for Medicine for Colombo district in terms of first and second attempts.
All affected, especially if you are in Colombo district and wish to do Medicine or Dentistry, have got Z scores between 2.15 – 1.85 should have made this request “Yesterday” and not “Tomorrow” from UGC, else you could wait another couple of months and by then most of your chances (such as overseas placements on scholarships etc) have lapsed.

        December 31, 2019 at 4:33 pm

Dear Sew, You are right and there are over 100 candidates today in suspense despite all of you have got good results. In the new syllabus results if you have got z scores in the range of 2.10 – 1.90 and Island Ranks of between 100 – 200, then these results cannot allow you a confident decision about Medical College entry due to the “Old” syllabus candidates.
Now, the UGC notice is too general and lack information for candidates to decide how much of “New” syllabus and “Old” syllabus candidates would be selected for Medicine for each district. The average of First and Second shy candidates for the period 2013 – 17 are not yet calculated by the UGC as at today on a district basis. So you would not know how many from each district would be taken from “New” and “Old” syllabus.
This is a national crisis, the students deserve to know this information “Yesterday” and not “Tomorrow” since some of the overseas private medical college placements for Feb 2020 intake is currently on and students and parents must be given a chance to make a decision. These are information from past statistics and one cannot understand why UGC waited all this time to start working on this information.
So the only thing that you must do is to make an appeal to the UGC by tomorrow requesting the information urgently on the basis of “Right for Information Act”. If you do by tomorrow you help almost another 100 candidates to clarify their plight, now is the time to work as a group like the Second shy candidates did in 2011

          B=Physics.
          District Rank = 69 ( Kandy )

sir, in this year there are 1470 seats for medical faculties. but there was only 1310 last year.according to this… what will happen to district and merit quotas ? how about anuradhapura had 37 district quotas last year … can i expect 39 or 40 this year?

Since there is 160 more merits this time, the merit quota might increase by a small amount for every district (it depends on how well the students in your district have done compared to all students in the country). District quota will definitely increase for every district by small amount (max 5)
For unpriviledged districts university allocation is different. 8 more students will be chosen more than last year for medicine from unpriviledged areas (5% of the increased intake which is 160)
        Hope it helps!
