If you have a credit card such as VISA, Master Card, American Express or Debit Card then you can easily register for pay pal, ebay or any other online site to purchase goods via internet. But to get a Debit Card you need a Bank Account and to get a Credit Card you need a Bank Account and proof of Minimum Annual Income. (For Example you need more than LKR 360,000 to get Sampath Credit Card).
But some students still depend on their parents and people who are self-employed may not have a Debit or Credit card. In this post, I am going to explain you how to pay online and purchase things over internet without a credit card.
Best option to pay online without a bank account or credit card in Sri Lanka is using Sampath Webcard.
It is a pre-paid VISA card designed to make payments online, for Internet purchases. This will also reduce the risk of internet fraud. Sri Lankans above 18 years can obtain this card with or without Sampath Bank account. You will get a card similar to VISA credit card with 16 digits and date of expiry and other necessary details you need to enter when purchasing online.

Annual Card Fee for Sampath Bank A/C holders is Rs. 300, while others can buy this for Rs. 500. The card is re-usable by topping up to the desired value. You can buy cards for following denominations.

The WEBCARD applications can be obtained from any Sampath Bank branch / Card Centre or you can download the application form from Sampath Bank website. You can submit completed applications to the Card Center or any Sampath Bank branch.
